This error is commonly a result of bad cached data in the submission. Please clear the cache/cookies on your browser, then open Navigator again to see if the page now loads. Be sure to access Navigator through HQ to sync all your information. You may need to use a different browser, if possible. This should fix the loading issue in Navigator.
If your error is due to an incomplete agent attestation, please ensure that your pop-up blocker is turned off.
